I have the honour to submit for the signification
of His Majesty's pleasure the following Ordinance intituled:-

An Ordinance to provide for the registration of certain
persons. No. 6 of 1916.

This measure is primarily a Police measure, to enable track to be kept of persons of alien nationality and more particularly of non-resident aliens who are constantly arriving in
the Colony for a more or less protracted visit, The Ordinance also
serves the subsidiary purpose of bringing to light any residents
of British race who are not serving His Majesty as Volunteers or in
any other capacity.

Owing to the large stream of Chinese daily passing
to and from the Colony it was not possible, with the machinery that
could be made available, to extend the scope of the Ordinance to
persons of Chinese race.
5.
The bill was not discussed or commented upon by the
Unofficial Members of the Legislative Council.
